Why members may not see Templates
Templates are hidden entirely for the Member role since they're tied to change order creation.

Since Members cannot create change orders, Templates — which exist purely to speed up change order creation — are hidden from their navigation entirely rather than shown read-only.
Who can see Templates
- 1Global Admin, Admin, and Project Manager — full access.
- 2Member — Templates is not shown in the navigation.
